Fiona is an immigration specialist who has dedicated over a decade to PNG’s public service, including in border control. She is passionate about driving collaboration and innovation to ensure border security practices keep pace with modern technologies, challenges, and opportunities in PNG, and increasing rural community access to travel documentation.

As Acting Manager of the permanent residence branch of PNG Immigration, where she worked in progressively senior roles from 2012-24, Fiona led the processing team to introduce the country’s first electronic visa system in 2018. She received the PNGICA Staff of the Year Award for her strong leadership efforts during the testing and roll-out of the new system.

Fiona has also made recommendations to legislative reforms to strengthen Migration Law and visa enforcement strategies in the country, and has plans to contribute to the development of a robust migration sector through PNG’s Medium-Term Development Plan.  

Alongside her professional contributions to PNG’s national security strategy, Fiona is a single mother of three children, including one child living with autism and complex needs, whom she credits for honing her resilience, time management, decision-making, and empathy skills. She holds a Bachelor of Science (Computer Science) from the University of PNG.
